After the final Reset, Johnny through his network of hackers targets the Genm Corp servers and successfully steals the Gamer Driver schematics along with the Rider Gashat Development Data as well as getting access to a pre reset Kamen Rider Chronicle Gashat. Using his vast resources, he would build a Gamer Driver and the Hurricane Ninja Gashat as well as reverse engineer Chronicle and making Power Rider Go! And it’s elite riders. While Johnny does not remember the old time line due to all the data extracted from the Chronicle Gashats he has a pretty god idea of the scope of things and thus to keep things under control created his Ninja Players and Enforcer.
